The Doctor and his two companions Charley and C'rizz return to our universe after an extended stay in a parallel one, only to walk into the arms (as it were) of Davros and the Daleks. The Doctor soon notices that Davros, never the poster child for sanity, is more unstable than ever and for the first time seems to be losing his senses...
Usually, Terry Molloy plays Davros in three different modes of madman: cold and calculating, ranting and raving, or chuckling and cackling. The first mode is efficient and sometimes quite creepy, the second gets a bit over the top, and the third can get quite ridiculous. However, here Davros isn't just a megalomaniac, but downright insane à la Gollum/Sméagol.
The rest of the story is confused, confusing and not very interesting.
